William Markenson - Chair

Mr. Markenson attended the University of California at Berkeley and UCLA and Boalt Hall (Berkeley Law), receiving his J.D. in 1966.  

He practiced law with the Nossaman, LLC, law firm and in 1996 joined Access to Loan for Learning Student Loan Corporation as its Executive Vice President and General Counsel.  He served ALL Student Loan as a member of its Board of Directors, as its President and CEO

Charles Bull

Charly served as President and Board Chair of RECON Environmental Inc., an employee-owned firm with offices in San Diego, Tucson, and Oakland.  He has also held leadership roles with Access to Loans for Learning Student Loan Corporation, All Management Corporation, and Eureka Solutions.

He served as the founding Chair of the San Diego County Historic Sites Board, Chair of the Resource Conservation Commission for the City of Chula Vista, and member of the Citizen’s Advisory Committee for City of San Diego’s Zoning Ordinance. He has also been the Chair and Treasurer for the National Conflict Resolution Center. 

Mr. Bull has been a full member of the Institute of Noise Control Engineers, served as Southern California Vice President of the Society of California Archaeology and is the recipient of the Association of Environmental Professions Lifetime Achievement Award for his contributions to the environmental profession in California.

Laura Johnson

Laura is a graduate of California State University, East Bay, Hayward, California, holding B.S in elementary education, an M.S. in Education Administration and an M.S. in Counseling and Mental Health.

Ms. Johnson has held various positions in the Oakland, Berkeley, Hayward and West Contra Costa Unified School Districts, including teacher, Curriculum Specialist, Director of Child Welfare and Attendance, Counselor, Assistant Principal, Principal, Director and Organizer of Middle College High School and Director of Schools.

Her community involvement has included Board Chair of Girls, Inc. of West Contra Costa County, Secretary of Richmond Community Foundation and member of the Richmond Planning Commission.  Also, she served as a member of the California League of Middle Schools.

Ms. Johnson has received multiple community service awards for her service. including the Nancy Skinner 14th Assembly District Woman of the Year award, the Contra Costa County Humanitarian award and the City of Richmond Judge George D. Carroll award.

Paul Fromer

Paul graduated from UCLA with a B..A in Zoology.  He received an M.S. in Biology from San Diego State University and attended the University of Montana where he was advanced to candidacy toward a Ph.D. in Zoology. 

Mr. Fromer was a Principal, Vice President and Senior Biologist at RECON Environmental, Inc. until his retirement in 2014, after which, he served as Program Administrator of the San Diego Management and Monitoring Program of the San Diego Association of Governments (SANDAG).

Janet Murillo

Janet earned a B.A. in Spanish from the Santa Clara University and received her J.D. from UCLA School of Law. She practiced law at the Nossaman, LLC, law firm from 2000 and she was of Counsel from to 2007.  While at the Nossaman firm she focused primarily on representation of Access to Loans for Learning Student Loan Corporation.

Donald Sternberg

Donald attended California State University, Northridge, and was awarded a J.D. by Southwestern University School of Law. Mr. Sternberg served as the Co-Managing Partner of Greenberg and Sternberg, as Co-Managing Partner of Alfonso, Klonsky, Sternberg and Margulies and Judge Pro-Tem of the Los Angeles Municipal Court He was the Chief Investment Officer of Renaissance Investment Group and currently practices law at the Law Office of Donald E. Sternberg.  Mr. Sternberg is a certified mediator.
